Firstly, you will have to take the old laptop battery and remove the cells inside it. There should be around 4, 5 or 6 cells inside. After removing them, you will have to check all the cells using a multimeter and see how much voltage they have. You have to pick the cells which have a voltage above 1V as they will be enough to be used in your power bank.
After sorting out the best cells, make sure you clear its terminals and make them ready for use. You may check the voltage of the cells again to make sure they are giving 2-3 volts on average.
